Biography

Dr. Dave Lockhart is a senior manager in the Boeing Company. He is the site manager of the Aberdeen Proving Ground (APG) field office focused on aligning Boeing capabilities with Army needs in the C5ISR domain with PEOs C3T and IEW&S, and the Training, Modeling and Simulation and Training domain with PEO STRI. In addition to the Acquisition Community Dave represents Boeing interests to the Requirements and S&T communities. In this position, he leads Boeing’s local business development effort and serves as the principal Boeing interface to the U.S. Army customer community at several Army installations focused on Communications and Network Operations; Cyber; Data Analytics; Electronic Warfare; SIGINT, and Intelligence sensors for both product and emerging innovative Service’s needs.

He brings a wealth of experience from both industry and the government. Prior to joining the Boeing team, Dave was the director of programs for SAIC, providing oversight for over 70 programs and nearly 175 contracts. Prior to SAIC, Dave served in the U.S. Army for 32 years until he retired in May 2011. While on active duty he held several key leadership positions including ASA (ALT) Chief of staff, Project Manager, Product manager, and Program Lead, overseeing the planning and procurement of a portfolio of programs ranging in value from tens of millions to billions of dollars.

Dr. Lockhart earned a bachelor’s degree from Northwestern State University; masters’ degrees from the University of Texas at Austin, Syracuse University, and the US Army War College; and a doctorate from the University of Maryland Global Campus. Dave has had a strong interest in innovation and how DoD can more effectively use its resources to leverage commercial and industry development efforts to get capability to warfighters sooner, at lower cost, while maintaining or exceeding performance.
